Lawsuit Filed Against Tacoma Over Landlord Fairness Code Initiative
The Citizen Action Defense Fund (CADF) has filed a lawsuit against the City of Tacoma, challenging the Landlord Fairness Code Initiative approved by voters in the November 2023 election. The lawsuit, filed on behalf of the North Pearl Street apartment complex, argues that the initiative's new regulations impose unconstitutional burdens on landlords. The measure, passed by a narrow margin of fewer than 400 votes, requires landlords to provide more notice for rent increases and mandates relocation assistance for tenants if rent rises by more than 5%.
Under the initiative, Tacoma landlords must give two notices before increasing rent: one between 210 and 180 days prior and another between 120 and 90 days before the increase. CADF claims that the initiative, introduced by the citizen group Tacoma For All, fails to address the housing crisis and instead exacerbates the situation. According to CADF Executive Director Jackson Maynard, “This initiative isn’t just bad policy – it’s bad law,” adding that it violates both state and federal constitutions as well as local regulations.
Critics, including the Rental Housing Association of Washington, warned that the initiative could degrade Tacoma’s rental housing market and remove hundreds of affordable units from availability in 2024. Despite attempts by the Tacoma City Council to offer an alternative ballot measure that would adjust renter protections, a Pierce County Superior Court judge ordered its removal from the ballot. The CADF’s legal challenge is now underway in Pierce County Superior Court, arguing that the negative impact of the initiative outweighs its intended tenant protections.

Union Workers at Fred Meyer, Kroger, and QFC Go on Strike Over Unfair Labor Practices
Union workers from Fred Meyer, Kroger, and QFC stores in Washington and Oregon began a strike on August 30, 2024, citing unfair labor practices. Organized by United Food and Commercial Workers (UFCW) Local 555, the strike impacts approximately 4,500 employees across the Portland metro area. Key issues include wage discrepancies, lack of pension improvements, and inadequate healthcare provisions, with the union accusing Kroger of backtracking on commitments made during negotiations.
The strike involves grocery and meat department workers, with demonstrations held outside several stores. Union officials have filed Unfair Labor Practice charges against Kroger, asserting that the company is bargaining in bad faith by excluding QFC employees from current negotiations until their contracts expire. The strike will continue until September 3, 2024, unless an agreement is reached, highlighting ongoing tensions between workers and the company over fair wages and working conditions.
The bargaining committee has expressed strong disapproval of Kroger’s proposals, which include wage freezes and inadequate healthcare compensation. The union is committed to holding Kroger accountable to labor laws and their commitments to employees, aiming to secure better conditions for all affected workers in Oregon and Washington.
